As I understand it, this isn't a rehashing. It's a placeholder for the comment sections that got iced with the original excising of Chris' essays. Some readers voiced concern that "the baby was thrown out with the bath water", so to speak, so those sections are preserved here in perpetuity (or until Bags folds) as an archive.
And to answer your second question... the illustrious & indefatigable Emory Davis was the admin person responsible for the posting.
